I agree with Mr. Mayle and should be glad if Mr. E.R. Edmonds, after having a word with Major Mayhew's Private Secretary, would return this file to Miss Ruston to consider revision of the memorandum along the lines which Mr. Mayle has suggested. In reminding the Private Secretary at the Foreign Office, Mr. Edmonds would no doubt explain that the reason why we wish for early discussion is that any financial provision from U.K. funds ought to be included in the 1947-8 Estimates. Our first joint approach to the Treasury ought therefore to be made as early as possible next month and before that we have still to have the suggested discussions with the Foreign Office.
